Middletown Center (West Main/Coddington) Development Concept
In 2022 the Town has received a development concept plan from the developer team selected by the Town Council to assist with potential redevelopment of the 15-acre West Main/Coddington town-owned property. The team, selected using a request for information (RFI) solicitation process, presented their "Middletown Center" concept to the public during a Planning Board public workshop meeting held on April 21 2022. During that meeting the Board voted to find the concept plan to be generally consistent with the goals and policies of the Middletown Comprehensive Community Plan.
A follow-up meeting was held on May 12, 2022 for the Planning Board to consider its specific recommendations to the Town Council regarding the concept, taking into consideration all public input from the April 21st meeting and written comments it received. The memo to the Town Council with the Planning Board's recommendations, and draft minutes of the May 12th meeting are available to the right.
The Town Council received the Planning Board's recommendations during its June 6, 2022 meeting. A special Town Council public meeting was held on June 29, 2022 for the developers to again present their concept plan, and for the Town Council to accept public input before deciding on how to proceed. Following the presentation and public input, the Town Council voted to proceed with additional planning work and financial analysis of the project based on the latest concept plan. Negotiations with the developer team were conducted for a long-term lease for a portion of the property.
In 2024 a development agreement was reached between the Town and the development team, which includes a framework for an eventual long-term lease of the property, and authorizes the developer to proceed with work needed to support a formal development application. The developer is currently seeking amendments to the Town's future land use map in the comprehensive plan, as wells zoning ordinance amendments needed to allow redevelopment of the property. If the proposed amendments are adopted the developer would then prepare detailed plans and begin the process to seek Planning Board approval of a development project.
